DICE Forum Presents Climate Change and Inclusion Report to KP Governor

September 12, 2026: Chairperson of the DICE Forum, Aliya Agha, presented the report of the Forum’s seminar on Climate Change and Inclusion to Governor Khyber Pakhtunkhwa Faisal Karim Kundi on Saturday.
The seminar, held in April 2026 at Governor House, Khyber Pakhtunkhwa, brought together policymakers, experts, civil society representatives and other stakeholders to examine the growing impacts of climate change and the need for inclusive and locally responsive climate action.
Presenting the report, Aliya Agha highlighted the key recommendations emerging from the seminar, stressing that Pakistan’s climate resilience must be built around inclusive governance, social protection, sustainable resource management, resilient livelihoods, disaster preparedness, climate education and innovative climate finance.
The report recommends greater representation of women, youth, persons with disabilities, transgender communities and climate-affected populations in climate decision-making. It also calls for mandatory community consultations, district-level climate forums, independent monitoring of climate policies and the integration of climate-justice principles into development planning.
The recommendations further emphasise strengthening women’s participation through meaningful representation and gender-responsive budgeting, alongside women-centred disaster responses and improved access to early-warning systems.
On water security, the report calls for expanded rainwater harvesting, groundwater recharge, efficient water use, regulated extraction and stronger monitoring of water quality. For the agriculture sector, it recommends greater support for smallholder farmers through cooperatives, climate-smart training, sustainable farming incentives, improved market access and targeted technical and financial assistance for rural women.
The report also stresses the need for data-driven early-warning systems, community-based disaster response networks and climate-resilient infrastructure, alongside appropriate frameworks to address climate-induced displacement while safeguarding the rights and dignity of vulnerable communities.
Another key recommendation is the integration of climate change into school curricula and public awareness programmes, with greater opportunities for youth leadership and participation. The report calls for increased investment in local climate research and innovation, carbon markets and innovative climate-financing mechanisms to support long-term adaptation and resilience.
The recommendations, developed through the April seminar, provide a policy-oriented framework for strengthening Pakistan’s capacity to respond to climate risks while ensuring that climate action remains inclusive and responsive to the needs of vulnerable communities.
Aliya Agha said that climate resilience cannot be achieved through infrastructure and policy interventions alone, and requires the meaningful participation of communities that are most exposed to climate-related risks.
The DICE Forum continues to advocate for policy innovation and multi-stakeholder engagement across its core areas of Diplomacy, Inclusion, Climate and Education, with a focus on translating dialogue and research into practical policy recommendations.
