Pakistan Signs Offshore and Onshore Exploration Agreements with Turkish Company

Pakistan has taken another step toward strengthening its energy sector by signing three oil and gas exploration agreements covering one offshore and two onshore blocks. The agreements were signed on December 2, 2025, reflecting continued efforts to attract international collaboration in the country’s exploration and production sector.

OGDC Joins as Joint-Venture Partner

Oil and Gas Development Company Limited (OGDC) is a joint-venture partner in all three exploration blocks, alongside Turkish Petroleum Oil Company (TPOC) and leading Pakistani energy firms, including Mari Petroleum, Pakistan Petroleum Limited (PPL), Prime, and Government Holdings (Private) Limited (GHPL).

OGDC’s participation underscores its strategic role in large-scale exploration projects and its commitment to expanding Pakistan’s hydrocarbon resource base through partnerships with international energy companies.

High-Level Signing Ceremony in Islamabad

The signing ceremony was held at the Prime Minister House in Islamabad and was presided over by Prime Minister Shehbaz Sharif. The event was attended by Federal Minister for Energy (Petroleum Division) Ali Pervaiz Malik, along with Türkiye’s Minister for Energy, Alparsalan Bayraktar, highlighting the growing energy cooperation between Pakistan and Turkey.

Strengthening Reserves and Energy Security

OGDC’s involvement in the offshore and onshore blocks is expected to support the company’s reserve replacement efforts, enhance its long-term growth prospects, and contribute to Pakistan’s broader energy security objectives.

The agreements reflect a shared commitment by Pakistan and Turkey to deepen cooperation in the oil and gas sector while leveraging technical expertise and joint investment to unlock new exploration opportunities.
