Russia’s War Against Ukraine Threatens Black Sea Stability, Says Romanian Envoy
Romania Eyes Greater Trade and Investment Opportunities in Pakistan
Islamabad — 30 October 2026 (Adnan Hameed) : Dr. Dan Stoenescu, Ambassador of Romania to the Islamic Republic of Pakistan, met with more than 100 journalists during a press conference at the National Press Club in Islamabad on 29th October, highlighting opportunities to strengthen Romania–Pakistan relations and addressing the consequences of Russia’s illegal war against Ukraine for Romania and security in the Black Sea region.
The exchange focused on translating more than six decades of diplomatic relations into practical cooperation in trade, investment, information technology, maritime connectivity, education and culture. Ambassador Stoenescu reaffirmed Romania’s commitment to developing a forward-looking partnership with Pakistan, grounded in mutual respect, constructive dialogue and shared interests.

Ambassador Stoenescu highlighted the considerable scope for expanding bilateral trade. He underscored Romania’s potential as a gateway to European markets and Pakistan’s strengths in industry, technology and entrepreneurship.
Particular attention was given to the Memorandum of Understanding signed between the Port of Constanța and Karachi Port Trust in March 2026. This framework offers opportunities to strengthen maritime connectivity and facilitate commercial exchanges between South Asia and Europe through the Black Sea and Danube corridor.
The Ambassador also highlighted the visit of a Pakistani business delegation to Romania in October 2026 and the Pakistan–Romania Business Forum held in Bucharest. These exchanges brought together representatives from sectors including information technology, agriculture, shipping, logistics, education and textiles, helping to identify new avenues for business cooperation.
Information technology featured prominently in the discussion. Building on the first Romania–Pakistan IT Forum, which brought together more than 100 companies online in November 2025, Ambassador Stoenescu encouraged closer cooperation in artificial intelligence, cybersecurity, fintech and software development. He emphasized the importance of turning initial business contacts into joint projects and sustained commercial partnerships.
Education and research represent further priorities, including stronger links between universities and opportunities for collaboration through Erasmus+ and Horizon Europe. The Ambassador also highlighted the contribution of cultural exchanges, language learning and institutional partnerships to strengthening mutual understanding.
These efforts build on a longstanding tradition of practical cooperation, including Romania’s contribution to Pakistan’s industrial development, while opening new possibilities in renewable energy, sustainable agriculture and innovation.
Ambassador Stoenescu addressed Russia’s illegal war against Ukraine and its implications for Romania, a neighbouring country, and the wider Black Sea region. He highlighted the deterioration of the regional security environment and the risks posed by attacks on commercial shipping and insecurity close to Romanian territory.
The Ambassador underscored the importance of safeguarding maritime navigation and trade routes, noting that Black Sea security has implications beyond Europe, including for international commerce and economic stability.
As a member of the European Union and NATO, Romania remains committed to collective security, international law and the peaceful settlement of disputes. Ambassador Stoenescu reaffirmed the importance of respecting Ukraine’s sovereignty and territorial integrity and achieving a just and lasting peace founded on the principles of the United Nations Charter.

On the occasion of his engagement at the National Press Club, Ambassador Stoenescu planted a tree as a symbol of lasting friendship between Romania and Pakistan. The gesture reflected a shared commitment to nurturing bilateral relations and building a partnership that benefits future generations.
The Ambassador thanked the National Press Club and the participating journalists for the constructive exchange, recognizing the media’s important role in fostering informed dialogue and greater understanding between the two countries.
The engagement reaffirmed Romania’s determination to work with Pakistan to turn longstanding friendship into concrete opportunities, stronger connections between their peoples and a shared contribution to peace, stability and prosperity.
