OGDC Hosts Stakeholders’ Workshop on Draft National Mineral Development Policy 2025

The Oil & Gas Development Company Limited (OGDC) hosted a Stakeholders’ Consultative Workshop on the Draft National Mineral Development Policy 2025, convening key representatives from across Pakistan’s mining ecosystem to deliberate on the future of the country’s minerals sector.

The workshop brought together a diverse group of participants, including representatives from the mining industry, officials from federal and provincial governments, academics from leading universities, mine owners’ associations, and other sector stakeholders. Participants joined both in person and virtually, ensuring broad national participation.

Platform for Sector-Wide Dialogue

The consultative forum provided an important platform for constructive dialogue, knowledge sharing, and policy feedback. Discussions focused on strengthening Pakistan’s mining framework and unlocking the country’s vast yet largely untapped mineral potential.

Participants underscored the need for a modern, investor-friendly policy environment capable of attracting domestic and foreign investment while ensuring sustainable resource development.

Extensive Consultations Already Undertaken

Stakeholders were informed that the formulation of the Draft National Mineral Development Policy 2025 has already undergone extensive consultation.

Key steps shared during the workshop included:

  • Nationwide stakeholder workshops

  • Detailed consultations with academia and industry

  • Policy briefings with provincial governments

  • Multi-tier feedback incorporation

These engagements were aimed at ensuring broad-based ownership and alignment between federal and provincial authorities, as well as industry players.

Policy Focus: Transparency and Investment Enablement

According to the briefing, the draft policy is designed to modernise Pakistan’s minerals governance framework through several core reforms:

  • Enhancing transparency in licensing and operations

  • Ensuring security of tenure for investors

  • Reducing bureaucratic and regulatory hurdles

  • Promoting world-class mining practices

  • Encouraging responsible and sustainable resource development

The policy seeks to position Pakistan as a competitive destination for global mining investment while strengthening institutional coordination and regulatory clarity.

Toward a Progressive Minerals Regime

The workshop concluded with participants reaffirming the importance of continued stakeholder engagement as the policy moves toward finalisation. The consultative process reflects the government’s commitment to inclusive policymaking and long-term sectoral growth.

Once implemented, the National Mineral Development Policy 2025 is expected to play a transformative role in unlocking mineral resources, boosting investment inflows, and supporting Pakistan’s broader economic development agenda.
